A Key Populations-led consortium of 140+ civil society organisations united in advancing health rights, human rights, and socio-economic justice.

UKPC was founded on the principle that those most affected by policy and systemic inequities must lead the response. We believe in the power of collective action, the strength of unified voices, and the possibility of transforming systems that have long marginalised Key Populations.

Strategic Compass 2023-2027

Revised for 2026-2027 following mid-term review, February 2026

UKPC developed its first strategic plan in 2022, the Strategic Compass 2023-2027, with implementation commencing in 2023. By December 2025, the Consortium had reached the mid-point of this strategy. During this period, significant contextual shifts emerged including changes in the legislative environment, evolving donor dynamics, and significant policy changes affecting Key Populations' access to services.

An independent mid-term review was commissioned in November 2025 and completed by February 2026. The findings, endorsed in March 2026, have informed a revision for the 2026-2027 implementation period, ensuring UKPC's continued relevance and strategic responsiveness.

By harnessing UKPC's unique attributes, strengths and achievements, particularly the shared values and histories of its members and constituencies, and their ongoing commitment to unity and solidarity, the Consortium can continue to pursue its five Domains of Change to achieve priority outputs. UKPC sustains its unique role as a trusted and resilient platform for collective progress.

Our Journey

Founded on 19 July 2018, UKPC was established as a response to the need for a unified, Key Populations-led voice in Uganda. What began as a small coalition of organisations has grown into a powerful movement of 140+ member organisations working across all regions of Uganda.

2018 - Formation

UKPC is officially founded, bringing together civil society organisations to create a unified voice for Key Populations in Uganda.

2019-2020 - Growth

Establishment of Steering Committee and rapid expansion of the member base across Uganda's regions.

2021 - General Assembly

First General Assembly convened and democratic Board elections held, formalising governance structures.

2022 - Strategic Compass

UKPC develops its first strategic plan, the Strategic Compass 2023-2027, through a broadly inclusive process. A permanent office is established and dedicated staff recruited to drive implementation.

2025 - Mid-Term Review

An independent mid-term review of the Strategic Compass is commissioned and completed, assessing achievements, challenges and contextual shifts. Membership grows to over 140 civil society organisations following the approval of new members.

2026 - Revised Strategic Compass

Based on the mid-term review findings endorsed in March 2026, UKPC releases a revised Strategic Compass with consolidated priorities for the remaining 2026-2027 implementation period.

Governance Structure

UKPC operates through a democratic governance framework that ensures representation of our diverse member organisations and Key Populations constituencies. Our governance structure includes a Board of Directors, Steering Committee, and Secretariat working together to guide strategic direction and implementation. The Board of Directors operates in alignment with our Board Handbook, with inclusive Annual General Meetings held using secure, hybrid modalities. UKPC publishes annual reports inclusive of audited financial results, and remains committed to balance and inclusion across all governance structures, including the identification and support of focal points for Key Populations with disabilities.

Key Populations representatives and organisational leaders who advise on strategic priorities and ensure Key Populations-led decision making.

Secretariat

Dedicated staff team responsible for day-to-day operations, programme implementation, and supporting member organisations.

All governance decisions are made through consultative processes that centre the voices and experiences of Key Populations. We are committed to transparency, accountability, and democratic participation at all levels of our organisation.
