Director General

Richard Smith Lusimbo is the Founder and Director General of The Uganda Key Populations Consortium (UKPC). He is also the Board Secretary for the UKPC Board of Directors (BOD) and sits on the UKPC Board of Trustees (BOT). The Uganda Key Populations Consortium is a coalition of key population organisations and networks that brings together representatives of key populations to collectively define and advocate for issues of common concern, including response to shrinking civic space and resources for key population-led programming in Uganda. Richard is a well-known and respected LGBTIQ+ and Human Rights activist across the African continent that hails from Uganda, East Africa. He started his activism in his early twenties and has been a trailblazer for young leadership in Uganda and beyond. Richard holds a Bachelor of Information Technology Degree from Uganda Christian University (UCU), a Master of Philosophy in Human Rights and Democratisation in Africa (MPhil HRDA) from the Centre for Human Rights, Faculty of Law, University of Pretoria, South Africa and an International Training Programme in Sexual and Reproductive Health and Rights (ITP) from Lund University in Sweden. Richard is a passionate advocate for marginalised community voices to be present in policy, laws, national frameworks, working groups, committees, and all spaces where their human rights and health issues are discussed and documented. Before founding UKPC, Richard worked as the SMUG, Research and Documentation Manager at Sexual Minorities Uganda (SMUG) and Programs Manager at Pan-Africa ILGA (PAI). He also sits on a number of boards, governance spaces and technical working groups at national, African and Global levels respectively.

Ark is an accountant by profession. He is Deputy Director General ( Finance ,Operations & Human Resource at UKPC with Bachelor of Business Administration Degree and ACCA affiliation .He has worked with a variety of organisations, and vary from vast private business entities and has supported them achieve their financial goals and development such as budgeting , reporting relevant financial obligations by mention he has worked with Ultimate Group of Companies as Head of Finance for 2 years , Finance and Procurement officer for Trinity Schools for 5 years .He is knowledgeable in accounting, finance analysis , application of IFRS, ISA & donor specific accounting guidelines . He is responsible for ensuring that all our internal and external financial obligations are in order. He is our direct link with our partners, always ensuring that our financial requirements are checked.

Eliah is a seasoned finance specialist, with experience of over 7 years across various finance fields including 2 years of audit, 3 years of accounting, 2 years of credit control and 2 years of financial analysis across international NGOs, Public and Private entities. Specific skills include financial analysis, budgeting and reporting, accounts payables / receivables management, operations systems setup, audit coordination, compliance reviews, sub-grants management as well as grants management. Eliah possesses specific donor granting skills with donors like USAID, DFID, PEPFAR, EU, DANIDA, Global Affair Canada (GAC), UNDP, UN WOMEN, UNHCR, Austrian Development Agency (ADA), Bill & Melinda Gates Foundation, Aga Khan Foundation, PEPSICO Inc. and more. Eliah holds a Bachelor of science degree in Accounting and finance from Kyambogo University - kampala, a Post Graduate diploma in Business Administration from Uganda Management Institute (UMI), part of the ACCA qualification Level 2 and financial modelling and Valuation Analyst certification (FMVA) from the Corporate Finance Institute in USA as well as a couple of certificates in finance areas.

Natascha is a journalist by profession, and preferably called Tascha. She is the Communications and ICT Officer and also the project lead for the We Lead Program at UKPC. She ensures that our agenda is pushed to the world on a larger scale through our social media channels and the organisation’s website. She is a strong feminist who is passionate about advocating for the rights of Key Populations.

Geoffrey holds a Masters of Philosophy in Human Rights and Democratisation in Africa (MPhil HRDA) degree from the University of Pretoria (UP), South Africa, a Bachelor of Adult and Community Education (BACE) Cum Laude from Makerere University Uganda, and a Diploma in Education from Kyambogo University Uganda. He is in charge of the Advocacy and Policy engagement docket and also doubles as the Community of Action facilitator for one of UKPC’s flagship programmes - Free To Be Me. Geoffrey is a seasoned human rights defender, programmer and leader with an extended working experience ranging from university departments and affiliated human rights organisations in Uganda and South Africa, among them the Department of Adult Education and Communication Studies, Institute of Adult and Continuing Education Makerere University; Civil Society Coalition on Human Rights and Constitutional Law, Refugee Law Project, Makerere University School of Law and, the Centre for Human Rights, Faculty of Law University of Pretoria South Africa. Geoffrey’s range of expertise include project/programme planning, implementation and documentation, research and co-education.

Cathius is a researcher, M&E and Public Health Specialist with over 10 years of experience in Programming, Research, System development & support Knowledge management, and communication highlighted with a number of reputable organisations. Cathius holds Master’s in Public Health (Promotion) from Nkozi University and Degree in Statistics andEconomics from Kyambogo University, Additional short courses in Monitoring and evaluation and learning, computer applications and project planning and management among others. Over the last 10 years, Cathius has undertaken research, Knowledge Management, capacity building trainings as a trainer in communication, system Development (database development and management), Monitoring and Evaluation and reporting with different organisations implementing in different program areas under Health,Education, Water, Sanitation and Hygiene (WASH), Food Security and Livelihood, HIV/ AIDS and Sexual Reproductive Health and Family planning, Human rights. He has also supported programming and advocacy for both policy and service delivery at national and community level. Cathius has additional skills in program development and strategic planning, policy formulation and review, documentation, and technical report writing and external engagement and partnership development.

Isaac is an African celebrated Lesbian, Gay, Bisexual, Transgender and Queer (LGBTQ+) and human rights activist and defender. He has dedicated his life to ensure LGBTQ+, sex workers and PWUIDS activists have access to essential services, justice and information in Uganda. He has proactively taken part in key events and milestones in the LGBTQ+ space in Uganda. For example, in 2016, he took over the leadership of Pride Uganda as coordinator, a role he continues to serve in. In his leadership, the coordination and community participation increased even when police continue to interrupt the organising. He’s also currently the co-chair alternate Male for Pan-African ILGA since 2021, a network of all LGBTQ+ organisations on the African continent. Isaac has recently become the Program Officer -Movement Building, Kp Coordination and Partnerships having served as the Safety and Security focal point for Uganda Key Populations Consortium. Previously he worked with Spectrum Uganda Initiatives for 5years as the Advocacy and Communications Director and grants assistant at UHAI-Eashri in Nairobi Isaac’s vision is to live in a Uganda that respects Human Rights for all.
