To spearhead and coordinate Key Populations towards the realisation of health rights, human rights and socio-economic justice.

Founded on 19 July 2018, Uganda Key Populations Consortium is an indigenous Key Populations-led national consortium of over 140 civil society organisations working with and for Key Populations in Uganda. We believe in the power of collective action to advance health equity, protect human rights, and create lasting social change for marginalised communities.

ADVOCACY AND POLICY ENGAGEMENT

Driving strategic advocacy aligned with current health, financing and legislative realities, building equitable representation, and leveraging opportunities like the Global Fund GC8 to mobilise investments for Key Populations.

SOCIAL ECONOMIC JUSTICE

Supporting community-led business ventures, advancing economic inclusion through government and private sector engagement, and ensuring Key Populations have equitable access to economic opportunities.

KNOWLEDGE MANAGEMENT

Generating evidence-based knowledge products, consolidating the Integrated Key Populations Information System (IKIS), and sustaining strategic communications to position UKPC as a credible, evidence-informed policy actor.

MOVEMENT DEVELOPMENT AND MEMBERSHIP

Strengthening a diverse, inclusive membership across all constituencies and regions, developing new and emerging leaders, and building member capacity for autonomy, sustainability and resilience.

INSTITUTIONAL DEVELOPMENT AND SUSTAINABILITY

Maintaining robust governance, diversifying resource mobilisation beyond external grants, ensuring financial accountability, and strengthening safety and security for staff and Board members.

KEY POPULATIONS
WE SERVE

We exist for Key Populations in Uganda. These are communities that bear a disproportionate burden of HIV, face systemic barriers to health services, and are marginalised by law, policy, and social practice. Our work is shaped by their lived realities.

What We Champion

Health Equity

Ensuring Key Populations can access quality, non-discriminatory health services, including HIV prevention, treatment, and psychosocial support.

Human Rights and Protection

Defending the dignity and rights of Key Populations through legal support, emergency response, documentation of violations, and policy advocacy.

Socio-Economic Inclusion

Building economic resilience through livelihoods programmes, harm reduction services, and community-led initiatives that advance full social inclusion.

MILESTONES OF
GROWTH

2018

FORMATION

Uganda Key Populations Consortium is officially founded on 19 July 2018, bringing together civil society organisations to create a unified voice for Key Populations.

2019-2020

GROWTH

Establishment of a Steering Committee to guide strategic direction, and rapid expansion of the member base across Uganda.

2021

GENERAL ASSEMBLY

First General Assembly convened, democratic Board election held, formalising governance structures and member representation.

2022

STRATEGIC COMPASS

UKPC develops its first strategic plan, the Strategic Compass 2023-2027, through a broadly inclusive process. A permanent office is established and dedicated staff recruited to drive implementation.

2025

MID-TERM REVIEW

UKPC commissions an independent mid-term review of the Strategic Compass, assessing achievements, challenges and contextual shifts. Membership grows to over 140 civil society organisations following approval of new members.

2026

REVISED STRATEGIC COMPASS

Based on the mid-term review findings, UKPC releases a revised Strategic Compass with consolidated priorities for the remaining 2026-2027 implementation period, responding to significant contextual shifts in the operating environment.
